Engagement Models for Optimized Utilization of Global Technologies for Trusted Applications

Trusted sourcing for mission critical integrated circuits is required per DoD policy 5200.44 yet economic forces have caused the semiconductor industry to predominantly shift overseas. This “globalization” of the semiconductor industry has reduced availability of US suppliers thereby limiting potential Trusted sources. Concurrent with this shift, consumer market pressures are now driving semiconductor technologies at a rate faster than has ever been seen before, having replaced the defense industrial base as the driver behind advanced technology development, jeopardizing the ability of the US defense complex from staying current. A new paradigm is upon us requiring innovation in solutions for Trusted integrated circuits, fully leveraging advances in heterogeneous integration, architectural spanning, and incorporation of state of the art commercial IP, to achieve Trusted solutions that advance the state of the art for US defense competitiveness. In this paper we will analyze this new trade space in concert with analysis of concerns for vulnerability insertion, such as malicious IP and/or manufacturing process alterations, presenting viable solutions within this new paradigm.
